Spotlight Topic

 

The spotlight topic for the month of January is Aggressive Panhandling. Panhandlers have the constitutional right to ask you for money, but they do not have the right to threaten or harass you. Please call campus police (412) 624-2121 if you feel threatened or harassed.

It is unlawful for any person to solicit money or other things of value in an agressive manner in a public area, on a public transportation vehicle, or within 25 feet of any entrance or exit to a building containing an automated teller machine (ATM).

What is Aggressive

- Conduct that is intended to cause a person fear of bodily harm to oneself or another, or damage to or loss of property. INTIMDATION!

- Continuing to solicit after one has already said no.

- Intentionally touching or causing physical contact.

- Intentionally blocking or interfering with the safe or free passage of a pedestian or vehicle by any means, including causing a pedestrian or vehicle operator to take evasive action to avoid contact.

- Using violent or threatening gestures toward a person solicited.

- Following a person, with the intent to solicit.

- Speaking in a volume unreasonably loud under the circumstances.
